Milieu Centraal (Dutch public information centre) points out that dirty filters create more resistance, so the motor has to work harder. And with dirty filters, moulds and bacteria can be blown along. According to the World Green Building Council, better indoor air quality can increase productivity by 8 to 11%. For an office city like Utrecht, that is an argument not to postpone maintenance.

Legionella and humidification: who is responsible?
Where an installation humidifies air, legionella counts. The RIVM (Dutch National Institute for Public Health and the Environment) names air humidifiers and central humidification as possible sources. Article 4.87b of the Working Conditions Decree (Arbobesluit) sets out measures for humidification installations. The employer carries out a risk analysis and records the measures in a management plan.
- If the building has a wet cooling tower, a legionella management plan and logbook are needed, with ISSO 55.3 as a guide.
- For hospitals, German practice uses guide values for humidifier water, such as Legionella below 100 CFU per 100 ml.
- According to VDI 6022, a hygiene inspection is needed every 2 years with humidification and every 3 years without.

Schools: what does Frisse Scholen ask of maintenance?
The Frisse Scholen (Fresh Schools) programme of requirements has three ambition levels: C sufficient, B good, A excellent. The CO₂ limit is 1,200, 950 and 800 ppm respectively. Periodic technical and hygienic maintenance of the climate installation is part of it.
A school is also an occupied workplace for teachers, so Working Conditions Decree (Arbobesluit) article 6.2 applies: sufficient uncontaminated air and an installation that is ready for use. Fictional example: an education building with humidified air handling
A fictional Utrecht education building has two air handling units, one of them with humidification, and a network of round ducts from 160 to 500 mm. The maintenance team wants to clean itself and outsource the hygiene inspection.
- First the hygiene inspection by an external party, so that cleaner and inspector are separate.
- Based on the report, the team chooses which duct sections are cleaned.
